Tay District in Qamishli City, a Black Market and Tampering Specifications in a new report by NSO

Gas cylinders are for sale in Tay district, controlled by Assad forces in Qamishli north Syria

Despite the control of PYD on all gas fields in Hasakah province and natural gas factories in al-Swaydeye area, but majority of its held areas suffering from gas shortage for says.

And despite that majority of neighborhoods in Qamishli city under “Self-Autonomous Administration” control but it suffer from gas shortage while Tay district (in reference to Tay tribe which the majority of the residents come from) controlled by Assad regime has a huge amount of gas supplies exceed what locals need.

Tay district in one of the Qamishli’s major districts and located on the southern eastern side, it consist of 3 neighborhoods and they are Tay, Zanod and al-Maqasem and located from al-Wehda roundabout to the Legion 154 south east Qamishli, it is controlled by Assad regime forces and the district has a center for Assad regime-affiliated National Defense Forces NDF which is al-lylo center headed by Abdulfatah al-Lylo who is taking Hassan Fadel school near al-Mohajereen bakery as a headquarter.

*Gas supplies route to Tay district and how gas cylinders are manipulated 

The process of gas cylinders start from al-Swaydeye factory under YPG control near al-Remilan city northeast Hasakah province, gas supplied distributed on PYD-held areas in the province according tp a specific days for each area, PYD authorities scheduled Monday and Thursday of each week for gas supplies in al-Qamishli city and each day 1200 cylinders transferred from the factory to the city but only 500 cylinders distributed on neighborhoods.

The gas transferred from al-Sweyadye factory to Qamishli city via a special trucks which deliver it to the neighborhoods council (Kumin) where PYD “Petrol Directorate” choose each neighborhoods to receive the gas cylinders according to a scheduled program but a lot of the supplies stolen in a deal between the distributers and the committee responsible for this.

A local source who prefers to stay anonymous told NSO that the traders and distributions committees cooperate to steal more than half of the gas cylinders for each neighborhood and put in warehouses to be sent to Tay district while the other half distributed to the civilians while the committee receive bribes to cover this.

The traders tamper the cylinders by transferring gas to empty cylinders so all cylinders weigh 23 kg, then cylinders sent to Tay district at night by some tradesmen using small vehicles multiple times or a bigger vehicles after paying 25k SYP as bribe for PYD al-Awayje or al-Wehda roundabout checkpoints’ personnel unless the truck is big then it sent to al-Khazne village through YPG checkpoint then to regime checkpoint from Hamo village to Thabane roundabout to Tay district.

Information obtained by NSO says that only a small number of traders can send gas supplies to Tay district and they are 5 people, 3 of them are known and they are Rodi who owns a distribution shop in the general street near the petrol station, Azoz and Abu Jameel who owns a distribution shop in al-Antarye neighborhood and he is the first to send gas supplied to Tay district.

* Tay district, a black market for gas

The officials dealing with merchants inside the neighborhood, but the most prominent of these traders and the most powerful is a woman called Zahra Jellu, a resident of the al-Maquasim neighborhood in Tay district, belongs to the Sharabin tribe, and residents point out that when she started work was buying gas from "Abu Jamil" in small quantities do not exceed 10 cylinders a day, and selling them in Tay district at double prices. However, her work is progressed and Abu Jamil provided between 150 and 200 cylinders a day, buying trucks loaded with hundreds of cylinders and selling them in the neighborhood.

 Residents point out that Zahra has become one of the capital owners in the region as a result of her selling gas, where she has developed her business and sold bread, sugar, and diesel, and has recently traded animal fodder, in cooperation with Abu Jamil, who shares these profits with her. According to NSO reporter, some residents of Qamishli city filed a complaint against Abu Jamil about five months ago for selling gas in the Tay district, prompting the PYD authorities to withdraw the license from him. However, he continues to enter quantities of gas into the neighborhood from Through some of his friends, where some residents pointed out that Tay district is considered to be a black market exploited by some traders and influentials to sell their goods at prices that suit them away from the taxes imposed by the "Autonomous Administration".

Other traders are trading gas in Tay district in collaboration with Zahra, most notably Alaa al-Kairat and Abu Juma al-Halabi, who control with Zahra on the gas market in the neighborhood. Their work also affects residents of other neighborhoods. one of the gas traders in Tay district told NSO that most of its customers are residents of neighborhoods controlled by PYD.

A gas trader in Tay district told NSO that the productive capacity of the Swediya could fully cover the needs of the province of Hasakah with the possibility of exporting to other provinces, adding that the profits earned by the employees of the "Energy Authority" is what drives them to manipulate production, If gas is available in large quantities in the province, the staff create a problem in the factory to stop production, which causes a new crisis that leads to higher prices again.

* More than 1500 gas cylinders are bought a week 

in Tay district Up to 2400 gas cylinders reach the city of Qamishli on Mondays and Thursdays each week, the distributors distribute about 500 cylinders to the neighborhoods controlled by the "PYD" while sending the rest of the cylinders to Tay district. PYD authorities obliging the traders to sell one cylinder at a price of only 2100 liras, equivalent to approximately 4.5 US dollars, but not less than 23 kg.

 Some of the traders transfer part of the gas from the cylinders filled to the other empty making them all weigh the same, increasing the number of cylinders they have.

 The traders sell the gas to Tay district at 2500 lira for each cylinder, where the traders there, in turn, reduce the quantities of gas in each cylinder and fill it in new cylinders, so you have a different weight of the price, the cylinder, which weighs 20 kg at 2500 lira, the more it weighs one kilogram, the higher the price of 500 lire, at about one dollar, while the non-adulterated cylinders called "Dukma" are sold at a price of up to 3800 or 4000 lire, equivalent to 8.5 USD. 

Up to about 1500 gas cylinders reaching Tay district a week, the traders buy it at 2500 Syrian pounds, approximately 5.5 USD, After the trader has won about 500 pounds for each cylinder on average, while traders sell by the same price after emptying at least 3 kg, for 500 pounds for every adding kilogram so that the profits of those traders of this process about one million pounds a week, equivalent to 2130 US $ approx. 

Large quantities of gas are available in Tay district, but the rest of the neighborhoods of Qamishli suffer from a shortage or loss of gas most of the time, in addition to the loss of other basic materials such as diesel and bread, although the Swediya factory producing gas is controlled by SDF, which made the residents angry in the neighborhoods of the city, especially when forced to go to Tay district to buy what they need of these materials.
